disability checks on civilians: Ministerial Decree
The Ministry of Labour, Health and Social Policy, in consultation with the Economy and Finance, issued January 29, 2009 the Decree of the "Implementation of a special plan for verifying the disability civil rights.." The rule was published in the Official Journal until March 4.

The decree was expressly provided by law August 6, 2008, No 133 and that Article 80 provides for a substantial extraordinary plan for verifying the disability civil rights. At least 200 000
positions must be verified by the INPS to identify people who do not have the required health or income to enjoy the economic benefits of disability support (allowances, pensions, attendance allowance). As explained on this site, INPS, pending the publication of the decree has already taken steps to "organize" and to provide guidance to their branch offices.

The first relates to "subjects with stable or worsening disease or impairment referred to in Ministerial Decree 2 August 2007, including those affected by thalidomide syndrome, which have received recognition or an attendance allowance of communication."

The Decree of 29 January (art. 1, paragraph 6) reiterates that are exempt from any medical purpose ascertain the permanence of disability, after examining the documents before the Court.

This means that the Social Security before a medical examination will determine whether the documentation provided by the USL jurisdiction allows detection of a stable or worsening disease or disability, as established by Ministerial Decree of 2 August 2007.
The second record, not present in the marking of the INPS Circular February 23, 2009, No 26, is expressed in Article 4 of the Decree in question.
