Gelmini? UPDATES FROM REPRESENTATIVES

The July 29, 2010 the Senate approved the bill proposed at the initiative of the Government. The bill in question aggravates the situation previously alarming result of the cuts proposed by Law 133 of 2008. In particular, the bill seems to undo the work of university researchers in the current team and hinder the process of career advancement to the recognition as professors.
The main points of disagreement regarding the reality of the Italian university researchers are

PROFESSIONAL RECRUITMENT:
excessive concentration on the figure of the term research, on which the DDL focuses particularly, effectively prevents the natural career progression for researchers employed on a permanent already for years in the Italian university system, finally institutionalizing a state of precarious disarming.
In light of this irresponsible management of the Italian state university by the government, the protests of the researchers (already active since January 15, 2010 with the signing Document associations of the teaching and party in a voluntary manner by researchers at the Faculty of Engineering, University of Siena) has developed an alternative proposal as much as possible systematic:

1.Impegno by the Ministry to establish a procedure at the national level, within 12 months after entry into force of the law in question, for the attainment of the national scientific according to the same mechanism in the DDL.
2.La above procedure must be provided for researchers to role indefinitely.
3.In case of achieving the suitability mentioned in paragraph 1, obligation in the form of a decree for the universities in which researchers are currently working to confirm the role for the latter band II as teachers, and role in effect.
4.Impegno by the Ministry of covering 80% of any differences in the budget caused by the passage of the role when the university in question has sufficient resources to cover the recruitment of appropriate role of the researcher. UNIVERSITY GOVERNANCE

RIGHT TO STUDY
Delegation to the government to reform the industry the right to study with the objective of reaching new legislation within 12 months;
entry test for the implementation of grants and loans of 'honor by setting up a "fund per il merito” che ha l’obiettivo di assegnare borse di studio e “buoni” agli studenti più meritevoli attraverso test arbitrari (magari a crocette) per misurare le loro capacità. Il tutto senza minimamente tenere in considerazione le condizioni sociali degli studenti e delle loro famiglie.

Restare immobili di fronte all’evidente ambiguità del governo nel risolvere la situazione che appare alquanto disastrosa è impossibile.
Per tale ragione l’UDU Forli s’impegna a sostenere la protesta dei ricercatori e invita tutti quanti a partecipare attivamente ricordando che siamo tutti coinvolti in quanto il disagio mina il nostro diritto allo studio e la qualità della didattica.

WHAT SHOULD BID ON THE PROTEST:

Create a unified and compact protest aware that the changes that this law makes all involved: researchers, professors and students.

Ensure that the protest would generate a constructive discussion between teachers and students about what constitutes quality of teaching, knowing that this is only the latest in a series of laws that in twenty years going to destroy the Italian university system.
